The first President of Kazakhstan, Nursultan Nazarbayev, has extensive executive powers, dominatesa weak legislature and an acquiescent judiciary, and is central to all decision-making in the country. The previousparliamentary election in 2004 was judged to have fallen short of international norms as defined by the OSCE.
